I came up with the design for this building when I was looking for something to do that incorporated the different blues. It was also one of my early efforts to design a building that looked like it was built after the first half of the 20th century. I'm partial to Art Deco, and originally I built a lot of buildings with detailed ornamentation. Making the transition to building styles that were about form and line without detailed ornamentation took some work. This turned out to be one of my favorite buildings. I was thinking about the lines of a waterfall when I built it, so it became the Water Building. Afterward I decided to branch out and make buildings based on all four classical elements, so I built [[Fire Building|Fire]], [[Earth Building|Earth]], and [[Air Building|Air]] buildings too.
